Basement neighbors

My friend told me last week that she had discovered a couple randomly living in the basement of her apartment building. I thought it must be quite alarming to walk down to the basement, about to do laundry, and suddenly find someone was LIVING there!
"Oh...er...hi. Er...I'll...I'll just go then shall I?"
